I was playing around with a new clock radio this evening and was picking up something on 1700AM. Through the static I could hear references to San Diego, which makes me think it's XEKTT from the Tiajuana area. Can anyone else copy the station?

Yes, I hear it all the time, CA. In fact, it's rare for me NOT to hear the station on 1700 AM. It just booms in on all the radios I have, from the el cheapo GE clock radio to the high dollar communications receiver. The last time I listened to the station, it was using the slogan "Cash 1700" and carrying mostly financial/investment "money talk" programming.

Here's the website for those who are interested: http://www.cash1700.com/
According to a Wikipedia article, XEPE (XEKTT) signed on in August 2005 and is affiliated with the Business Talk Radio Network based in Connecticut. From 7 PM-5 AM Pacific time, the station carries the audio feed from CNN Headline News. I wasn't able to find any information about power levels, but the signal on 1700 seems too strong for 1,000 watts, which I believe is the nighttime limit for the AM expanded band stations.

1kw would be the limit if it were a US licensed station, which it isn't. I have no idea what the Mexican limit is, but they've regularly had higher power levels than were allowed in the US. Wolfman Jack on XERB is a great example.
The FCC says they're notified at 10kw day and night with a directional pattern at night only.

Speaking of "Da Wolfman," Have Mercy! Confessions of the Original Rock N' Roll Animal is a great read for those interested in the history of the "border blasters" that Wolfman worked at in the '60's and early '70's. Oh yeah, "Border Radio" by the Blasters is a great song about those multi kilowatt stations south of the border as well.

I think there was a second hit 'Clap for the Wolfman' that was nearly a top-20 hit in 1974.
In the early 80s there may have been reference to this also in the song 'Mexican Radio'. I'm not sure of that, but it would make sense otherwise.
Used to hear soul and oldies on XEPRS 1090, religion on XEG 1050, and of course the legendary Juarez top-40 station 'X-ROK 80' (XEROK 800) and its futuristic hour-long 'Oidar Wavelength' sci-fi meets 70s oldies program. ran in the summer of 1974. I was made aware of how the station promoted itself while actually visiting El Paso once. They had studios on this side and were one of those super-power stations, they are known now as 'La Canon' and are regional Mexican. And there has been alot of discussion on boards about receiving XETRA 690, they went Spanish after nearly 40 years as an English-langusge station earlier this month running W Radio talk programming.
