The FCC site says that KCDC Milford, 98.5, has received its license to cover. The station moved from Torrey to Milford.
No word on whether it's actually on the air or not, nor is it known what format it took, although the calls may indicate country.
Also, they are eventually going to move to 102.3 in Milford as well. An application is before the FCC to do that.
Interestingly, and apparently contrary to FCC policies, they did not propose a backfill allotment to maintain a frequency in Torrey, it is some distance from many other transmitters in the area, meaning the area that Torrey is in is still without local broadcast services, save for the Richfield/Manti stations. There is no allotment proceeding that is in progress for anything to replace the Torrey allotment.

Actually, the call letters here may be more indicative of the city this station really intends to serve more than format....

The plot thickens....KCDC licensee files for and receives an STA for silent non operation in August and then applies to change COL to La Verkin, UT to become, essentially, a St. George move in, so I guess the CDC call letters will now have nothing to do with Cedar City. (the 3 letter code for the Cedar City airport in case you were wondering). Proposed 60dbu coverage on the La Verkin application has this station making strong signal in St. George, but will miss Cedar City.
