PPM is the Personal People Meter. The new way of getting station ratings. The device listens to what's on the radio near the wearer and records the data. The user docks it at the end of the day and it uploads to Arbitron.
Cume is (I think) a gross number of people listening during a particular time period.
TSL is the other part of the ratings and is Time Spent Listening. TSL is more important than just CUME as it represents meaningful listening (Including listening to spots)
