Can someone tell me if they have ever had a burning smell with a brand new Samsung cell phone? Is this normal until the phone is used more frequently? There is no smoke or anything like that, but it's a smell like burning plastic. The battery looks fine.

Don't know about Samsung, but I'd have to say that isn't normal. Stupid question but did you remove the battery and examine both sides? Does the smell come from the cell itself, the battery or from the AC adapter/charger? Any marks near where the phone connects to the charger?
I would think that something with enough juice to make a noticeable burning smell would be AC current somewhere, but that's just a guess.

Did you remove the plastic wrap between the battery and the phone? Sometimes they package the phone with plastic over the terminals to prevent damage. It shouldn't even work, but maybe it's getting enough of a connection to work ... and burn the plastic at the same time.
If it's nothing noticeable, I'd say take the phone back. The smell alone is justification enough for your cell provider to let you get a new phone ... and if not them, certainly the manufacturer.

If I was getting that smell. Right back to the business I bought it no questions asked and yes I do have a Samsung phone and no it did not smell like it was on fire.

You guys were right, I took it back, the white numbers and letters on the keys were starting to turn brown. They took it back and reissued me another phone. I checked under the battery and found a small piece of plastic, but it probably was the battery and the piece of plastic combination. I wasn't the person who originally installed the battery. The phone company did.

Yup.... "Old Brown Keys" isn't a great nickname for a cell phone. ;-)
