Nope. It's a non-comm translator. They didn't put who they want to translate in the application though. Odd.

Usually the non-comms are either KUED or KULC. on rare occasions KBYU-TV.
Another theory is that it will be a rare noncommercial LPTV with original programming. They may go for class A status as well.

They may go for class A status as well. It specifically says translator, not -LP. I don't see a specific designation there for -CA, but I don't think that's possible.
