I really don't get this. The town of Carthage MO has gotten not one, not two, but THREE LPFM's. The weird part is that they're all on the same channel! See hraunfoss.fcc.gov/edocs_public/attachmatch/DOC-256476A2.txt about halfway down for the details. I know at least the first one wanted a 24 hour a day schedule, but the only thing I can think of is that there's some sort of time sharing agreement. I just can't find anything about that. Anyone want to take a crack at it? Has the FCC finally done completely nuts?

I saw the Carthage Missouri matter. It's definitely either a timeshare agreement or even what the FCC calls a 'successive license' agreement.
That latter item is what they are doing with eight different LPFM applicants in Wisconsin on the same frequency in the same town. No one could settle, so they gave them each a year. The first station will get its license to cover THEN start broadcasting. At the end of the year they will turn over the license to the next one, who will apply for its license to cover and broadcast for a year, then it starts with the third one.
There was one involving as many as five in Wai'anae Hawaii that might be similar.
