It smells, sounds, and looks like a pirate. The KSIV calls are licensed to St. Louis, Missouri. You'd think that the kids up at the U would do their homework before trying to put a "legal" looking station on.
How long before anyone at KURR or KSFI calls the Feds on them once they hit the air?

The reason Jukebox Radio got nailed wasn't because the translator was its primary reason for existing. The reason was because control of the primary and the translator were both with the same entity. That's an FCC no no for a commercial station. Yes what they were doing may be unethical and against the spirit of what the translators were supposed to be for, but it wasn't strictly speaking illegal. Note that KJQ right here does exactly the same thing. The only part of the coverage area of KJQN that the Simmons people really care about is Ogden. Doesn't matter what's going on up by Logan and Brigham City (the COL). They don't even mention anything up in Cache County on the air at all. They really care about feeding the 103.1 translator in Salt Lake. That's where the money is.
As for moving the 99.9 LPFM to 91.3, ain't gonna happen. You've got another full class C station 26km away in KRCL plus a class A station 3km away in KUFR. Both of those blow 91.3 out of the water.
First thing you need to do is hire an engineer who knows what he/she's doing. Otherwise you're going to waste everyone's time. To be honest, I wouldn't bother. The SLC dial is just too crowded. There's no room for an LPFM anywhere. You're better off webcasting.

Try again on the Call Letters, guys. FCC Database lists them as NOT AVAILABLE, and licensed to an AM in Oregon. Once again, do your homework.
Whether you like it or not, the FCC is not going to be licensing any more stations, low power or not, here in the Salt Lake Valley. How about trying a Part 15 station?

Next week's rumor:
KIIS 100.3 Licenced to Provo?
Yup, that's doin' your homework. The whole 99.9 thing just seems silly to me.

Well this will be my last post on this subject. As I have said before I was just passing on some info. This is why I never put it on the news page and just the forum was used for my checking into of the LPFM but if you notice on the fcc site there has been no movement on this 99.9 LPFM since 2000 so I leave you all to carry on with the subject if you like.

Theoretically Monstro, you could get to use the same calls for an LPFM as an AM. KIVR and KIVR-LP would be two different calls. Whether that required permission from the original users (like -FM would) I don't know.
Doesn't matter. This is a lead balloon.
